Please Help!

Hi! My name is Felicia. I am wanting to move out of GA with my 7 year old son. I want to move to Rhode Island and my boyfriend and I are getting married. Right now where I live there are no jobs and up there are more job opportunities for the field I have my diploma in. The thing is my ex husband says I can't move with my son. Well he doesn't come to my house to get him like he is supposed to for one thing and he hasn't  seen him since July. He says he has two jobs and school and doesn't have time for him. M son also says he can't wait till he is old enough so he doesn't have to see him anymore. With that said do I have the right to move with my son if jobs are better and my ex is to busy for him?
