Operated solely by volunteers until 1967 when a general manager was hired, Tri-Co now services 14,000 members. Morris Plains is a suburban borough of 2.6 square miles that calls itself "the Community of Caring." The townMore began to form after a sawmill was established there in 1685. In the 200o Census, the population was calculated at 5,236. Morris Plains has a traditional downtown lined with small businesses and a Midtown Direct train to New York City. The borough is governed by a mayor and a six-member town council. All are elected directly by voters; the mayor for four years and the council members, in staggered terms, for three years.

The Morris County government's so-called "West Hanover Complex," is home to many of the county's services. TheMore sprawling campus is located partly in Morris Township and partly in Parsippany. West Hanover Avenue divides the two sections of the complex.

On the Morris Township side are facilities such as the Homeless Solutions Shelter, Rutgers Cooperative Extension Service, Juvenile Detention Center, Youth Shelter, Morris View Nursing Home, Office of Temporary Assistance, Shade Tree Division, ARC of Morris County and the Dean Gallo Congregate Living Facility.
