Witches, wizards, even KISS spotted at annual event.
On Sunday, Oct. 31, an army of colorful characters descended on Robert's Garden for the Annual Morris Plains Halloween Parade. Cruella DeVille was there, with Buzz Lightyear, Harry Potter and a mini-UPS driver.
